Committee approves historical marker and multiple contracts including $1.42M drainage, $154K park work and $608K janitorial services

At its Feb. 17 meeting, the Beaufort County Public Facilities Committee approved several routine items by consensus with no recorded objections and recommended a historical marker placement be forwarded to county council.
Historical marker: Linda Nidetch Hoffman of the Beaufort County Historical Society requested permission to place a marker at the southeast corner of Bladen and Boundary Streets to recognize a Union Army encampment that included the 54th Massachusetts regiment. The committee recommended the marker be placed on the next county council meeting agenda; Hoffman said the marker is ready to be installed.
River's End drainage improvements: Taylor Brewer, the county stormwater manager, presented a $1,419,054.63 contract award to Gulf Stream Construction for the River's End Drainage Improvements Project in Okeetee. The project responds to failing roads and drainage, includes pipe replacement and installation of bioswales to provide water quality benefits, and is the county’s first maintained green stormwater infrastructure project. Brewer said asphalt work should be complete soon and the project is approaching substantial completion; the contract was approved with no objection.
Fort Shell Ring Park: Stephanie Nagin, Land Preservation Department director, requested approval of a $154,234.56 construction contract to Gerald Brothers Construction to build passive park infrastructure on the 7-acre Fort Shell Ring property co-owned with the Town of Hilton Head Island. The county and town previously funded archaeological surveys; Nagin noted an expanded contingency because the site may yield archaeological finds that must be recorded and reburied under state confidentiality rules. Committee members asked where recovered artifacts would be held; staff said records are confidential and the archaeological process will be documented.
Airport janitorial services: The committee approved a one-year, competitively procured contract (with optional extensions) worth $608,108.16 to Lowcountry Commercial Services for janitorial services at the Hilton Head Island Airport. Staff described an RFP process that drew 14 proposals and said the contract is structured for an atypical airport client with daytime and incident-response requirements.
Traffic signal installation: Committee approved a contract to WM Robuck for a traffic-signal mast-arm installation at Bluffton Parkway at River Ridge Drive; members noted the contract is a renewal after an encroachment permit process with Santee Cooper and anticipated construction over the summer to meet school-year timing.
All approvals were recorded with “no objection” on the record; the meeting adjourned after these items.
