Board staff described a new temporary out-of-state psychologist application and processing timelines after state legislative change (SB 2912); staff also reported application workload trends and announced a CPD webinar on March 27, 2026.
Board staff presented a licensing and renewals report on Jan. 30 that covered a legislative change affecting temporary out‑of‑state practice, application workloads and continuing professional development (CPD) statistics.
Mai Zhong, identified in the meeting as the licensing grades coordinator, summarized SB 2912 (Business and Professions Code section 2912) and said that, effective Jan. 1, 2026, out‑of‑state psychologists must receive board authorization before providing temporary psychological services in California. Zhong said the board launched a “temporary out of state psychologist 30‑day allowance” application on the Breeze portal on Jan. 6, 2026, and reported that 10 such authorizations had been approved as of the morning of the meeting. She described the current application turnaround as one to three business days and said staff expect once the process is fine‑tuned it could reach about one business day.
Zhong also reviewed attachments in the meeting materials showing license counts (for psychologists, psychological associates, testing technicians and new research psychoanalyst categories), recent increases in certain application types versus 2024, and a six‑month overview of average application processing timeframes. Staff noted some growth in retirements and inactive categories and that new license types require additional review time.
Mr. Polk provided a renewals/CPD update: about 94% of licensees renewed online in 2025; roughly 78% of psychologists renewed active status and retirements accounted for approximately 2% of renewals in 2025. He said CPD audits randomly select about 2% of renewals and reported audit pass rates and common CPD activities. Polk announced an informational webinar on CPD requirements and qualifying activities scheduled for March 27, 2026.
What happens next: staff will continue to publish updated licensing materials and applicants with questions about individual situations were directed to contact licensing staff at bopmail@dca.ca.gov.
