The governing body approved a three-year extension of the city's agreement with Visit Topeka to implement convention and tourism programs and manage transient guest tax revenues.
Sean Dixon, president of Visit Topeka, presented a brief overview of the organization's role and reporting commitments. Dixon said Visit Topeka operates within the city’s 5% transient guest tax structure, with 79% of those funds used for operating costs and an additional allocation (described as 11%) held for large-attraction and exhibition development (a "bid fund" for sporting events and conventions). Dixon cited marketing and public-relations activity, translations of materials into Spanish since 2021, and examples of events the organization supports, including a five-year agreement with Kansas Kids Wrestling (which Dixon said generates about $2,000,000 per tournament) and booking of national events such as JUCO championships and NAIA cheer and dance competitions. He said Visit Topeka provides quarterly profit-and-loss reports and other financials to the city per the contract.
City staff recommended approval of the contract extension. Councilwoman Hoefer moved approval and Councilman Duncan seconded; roll call produced affirmative votes and the motion carried.
The contract extension requires continued quarterly reporting and financial oversight; staff pointed the governing body to a more detailed presentation previously given to the Transient Guest Tax Committee for members seeking additional details.
