The council approved the motion and recessed into executive session with the city attorney and other necessary staff present to assist in deliberations.
The body subsequently recessed and reconvened in open session before moving immediately into a second executive session for additional legal advice on cases currently in litigation and potential litigation. During the second executive-session motion a roll call recorded Councilmember Ortiz as opposed to entering that executive session; the council nonetheless recessed into executive session and later voted to extend the session by an additional 30 minutes.
After concluding the executive sessions the council returned to open meeting and stated that no action had been taken during executive sessions. The meeting was adjourned following that return to open session.
