Planning division director Dan Warner said the change would permit a mixed‑use reuse of an existing storefront converted to residence and allow the possibility of a live‑work unit; the Planning Commission had unanimously recommended approval after a neighborhood information meeting.
Warner described the site as located in the historic Old Town neighborhood between Jewel and Lindenwood and noted neighborhood leadership spoke in favor of the application. Council members reviewed ex parte communications as required and confirmed they could impartially consider evidence on the record. Council member Banks moved the item with a second from Council member Hiller; the motion passed with an 8–0 recorded vote.
The rezoning preserves ordinance definitions and cross references the redevelopment to Topeka Municipal Code; staff said conditions and code references remain enforceable under the new district designation. The council moved to the next agenda item after the recorded vote.
