Council discussion emphasized that the intent was administrative streamlining rather than eliminating services; the ordinance passed first reading unanimously.
Ordinance No. 589 repeals section 31.05 (contracts required for services). The town attorney explained the repeal aligns the code with current administrative practice and does not remove council review thresholds for large purchases such as fire engines or management contracts. Council members confirmed those thresholds remain unchanged, and the ordinance passed first reading on a unanimous roll call.
