City staff on the dais outlined the Wichita City Council’s forthcoming business for Sept. 9 and Sept. 16, highlighting housing finance proposals, public‑safety measures and several capital‑project design reviews. City Manager Layton told the council the agendas will include a proposal to allow municipal court judges to block access to Old Town for people convicted of criminal activity there while they are under a diversion or deferred judgment, changes to noise ordinances to prohibit operation of loud vehicles, and increased penalties for illegal dumping.
The council packet also lists a letter of intent for a multifamily housing revenue bond intended to support 60 apartment units in District 6 and a request to approve $630,000 in HOME funds to construct seven single‑family homes by Mennonite Housing. According to staff, the packet for the Sept. 16 meeting includes a grant application to the Kansas Water Authority for a proposed water learning center at Botanica and several 30% design concepts for public‑art components on projects including the West Bank and Red Bud Trail improvement projects.
Staff also asked the council to ratify the results of two general‑obligation (GO) bond sales and one GO temporary note sale, and to consider a new airport hazard zoning code and map that staff said would apply to areas surrounding airports in Wichita and Sedgwick County. The agenda packet includes routine contract and procurement items: a supplemental design agreement with KDOT for the Red Bud Trail, a construction agreement with AT&T tied to the Douglas Improvement Project, a proposed change order for the OP3 resurfacing work, and a supplemental agreement for wildlife management services at Eisenhower and Jabara airports.
Several consent agenda items were noted in the preview. Staff identified an agreement to jointly administer an opioid settlement program with Suffolk County and flagged two items that would approve the sale of two public housing authority homes. Staff also listed the annual HUD consolidated plan performance report and a request to set 2026 health, vision and dental insurance premiums.
Council members asked clarifying questions during the preview. One member asked whether a recent Market Center Apartments item represented bond issuance; staff explained the packet includes the first reading of the bond ordinance and that, for the tax‑credit structure described in the packet, bond issuance may occur in advance of project completion. Another question confirmed that the Parkland Master Plan scope would include community centers and a system‑wide review of amenities and funding priorities.
Announcements and community notes followed the agenda preview: Council Member Johnson invited residents to a District 1 breakfast featuring Carol Brewer of Dorothy’s Lane; a District 4 event was set with Bob Layton as guest speaker; and staff noted the Rockwell Branch Library official opening and that Wichita, the Wichita Fire Department and partners will accept a Donald Lee Wilson Visionary Award from the Kansas Hospital Association.
The preview meeting did not record any votes or formal actions on the items described; the council was reviewing and setting items for upcoming agendas. The packet referenced several external agencies and programs by name and includes the detailed motions and ordinance language to be considered at the listed meetings.
