Mapping restrictions / Old Town overlay: City Law attorney Sharon DeGraff explained procedural cleanup ordinances to clarify mapping restrictions and extend some conditions to diversion and deferred-judgment agreements for offenses tied to the Old Town overlay; council placed these ordinances on first reading and authorized signatures, 7-0.
Noise ordinance: The council placed on first reading amendments that move noise violations to Title 5 for police enforcement, retain two proof methods (decibel readings or testimony that noise interferes with a reasonable person), and add penalties for loud vehicles ($500–$1,500). Police representatives said enforcement will remain complaint-driven with special downtown assignments. Motion passed 7-0.
Hyatt proceeds and park signage: The council placed on first reading a code amendment reallocating $52,000 in District 3 Hyatt program income to three projects (Wichita Animal Action League $25,000, Legacy Works ICT $20,000, and a $7,000 beautification grant pool) and initiated a $100,000 2025 park-signage CIP project focused first on pool and recreation facility signs; both actions passed 7-0.
Appointments and next steps: The council approved the appointment of Cole Schneiders to the Affordable Housing Review Board and recessed into a 15-minute executive session to receive legal advice under KSA 75-4319(b)(2). All formal votes recorded in the meeting were unanimous, 7-0.
