Two Rivers awards lead lateral-replacement contract to Mammoth Construction LLC

Two Rivers — The City Council awarded Contract 2-2026 on Feb. 16 to Mammoth Construction LLC for a lead lateral replacement program targeting the near North Side.
Staff described the work area as generally from 23rd Street North to 31st Street East of Forest Avenue to the East Twin River, excluding a few areas proposed for future reconstruction. The contract scope as presented calls for 230 public-side water services, 160 private-side water services and 100 public-side sanitary laterals. A staff speaker reported that five bids were received for the project.
Councilmember Adam Mahoske moved to award the contract to Mammoth Construction LLC; Tim Petrie seconded. The motion carried on a voice vote.
Implementation: payment restoration will be completed by Public Works as a force-account activity and reimbursed as part of WDNR funding, according to staff materials.
