The Washington State Senate on Feb. 4 passed substitute Senate Bill 5,886 to amend state personality-rights statutes by explicitly adding name, likeness and voice protections intended to respond to misuse enabled by generative AI.
Sponsor Sen. Behnke told colleagues the change inserts language into existing law so that an individual’s face, voice and likeness remain their own and cannot be manipulated by deepfake technology without protection (sponsor remarks). He framed the bill as updating the statute to reflect new technological capabilities and to preserve authenticity in public communications.
Sen. Wellman expressed support, saying generative AI now enables easy creation of audio or video that convincingly impersonates a public figure on social media and that state law should provide guardrails. There were no further recorded floor amendments; the bill was advanced to third reading and placed on final passage and, after roll call, was declared passed with the Secretary reporting a constitutional majority.
