The Aransas Pass City Council approved multiple operational and capital items including a $46,210 change order for Chesney Morales Partners Inc., authorization to surplus older department firearms for sale, and approval to destroy expired ballistic panels.
City staff explained the change order covers windstorm certification for the fire apparatus bay extension and reroof work for the police station and municipal-court building. A consultant error in earlier structural approvals reduced some scope and prompted adjustments; project representatives said alternates and contingencies will be handled when construction bids return to council.
Councilmember concerns focused on why the work and certification were not included in the original bid and on the potential for additional change orders in renovation projects. "When you're remodeling, you have to have that contingency," a council member said, noting unexpected conditions often drive change orders.
On equipment, the police chief requested permission to surplus older handguns (purchased in 2006) and several fully automatic rifles; council authorized surplus and sale to an FFL dealer or exchange, noting proceeds must be applied according to funding source (drug fund, general fund or DA-seized property rules). The council also approved a motion to destroy expired ballistic panels (some dated as early as 2003) while retaining a few for training.
All motions carried with majority votes recorded in open session.
