The Wichita City Council voted to continue recessing into an executive session to receive information from the city manager selection committee and the city manager recruitment consultant about candidates for the city manager position, citing KSA 75-4319(b)(1) to discuss personnel matters of non-elective personnel.
Speaker 1 moved to extend the recess for an additional 30 minutes to hear from the selection committee and consultant. After a second was recorded, Speaker 2 announced the motion passed and the council recessed into the executive session. Upon returning, Speaker 2 said, “No binding action was taken.”
Speaker 2 also moved and the council approved a special meeting to continue executive-session consideration of city manager candidates. The special meeting is scheduled for Monday, November 10 at 8:30 a.m. in the first-floor boardroom; the motion to hold that meeting was seconded and announced as passing 7–0.
The council cited KSA 75-4319(b)(1) as the legal basis for the private session, the Kansas statute allowing discussion of personnel matters in executive session. Meeting minutes show the council did not take any binding action on staffing during the closed session and instead set a date for further confidential deliberations.
