Housing staff described the competitive PBV process (CAP) tied to applicants that plan to apply for 9% low‑income housing tax credits (LIHTC). The PBV award is contingent on the project receiving LIHTC allocations, securing financing, passing underwriting/subsidy layering reviews and meeting NEPA/environmental requirements. Breakthrough Wichita will provide on‑site supportive services and the mental health association was proposed as property manager. Staff noted PBVs do not increase the city’s recurring general‑fund cost; the vouchers are federal housing subsidies allocated by HUD and administered locally when units are served.
