Council sets March 10 public hearing for Mammoth Golf CID on Webb corridor

The council on Feb. 10 accepted a petition and set a March 10 public hearing on a proposed Community Improvement District (CID) for Mammoth Golf Wichita, a proposed multipurpose commercial golf and entertainment venue near 1010 North Webb. Troy Anderson, assistant city manager, explained the CID mechanism: the developer pays construction costs and the CID surcharge (an additional local sales-tax increment on transactions at the venue) is remitted and rebated to the developer up to an approved cost cap; the developer bears the construction risk if the venue does not generate expected incremental sales.
Staff said the estimated total project investment is about $12.8 million and the CID cost cap for reimbursement is about $2 million. The petition contained signatures from property owners representing 100% of the proposed improvement district, and the law department found the petition in order. The council voted unanimously (7-0) to set the public hearing.
Staff noted the petitioner had not yet identified a public-benefit project for the 10% public-interest portion of the CID proceeds; councilmember Tuttle (district representative) said the applicant and staff will coordinate to identify the public-benefit recipient prior to the hearing.
Quote: "To establish the CID, council must adopt a resolution setting a date for a public hearing on the matter," a staff presenter said; "the CID is pay-as-you-go and the developer is at risk if the sales tax revenues are not realized."
