Arapahoe County planning commission adopts Buyers sub-area plan update, forwards to BOCC

The Arapahoe County Planning Commission on Nov. 18 voted 6–0 to adopt the updated Buyers Sub‑Area Plan and forward it to the Board of County Commissioners for final consideration. The action replaces or refines elements of the 2003 plan and adds an implementation-focused action matrix intended to guide county decisions and investments over the next 20 years.
County staff presented the draft plan and described it as a county-initiated, community-based update. "This plan reflects the aspirations of the community, and is an update of the 2003 plan," Long Range Planning Program Manager Barreta Daniel said during the public hearing. Staff said the updated future land‑use map preserves existing residential areas while expanding targeted mixed‑use categories, including a new mixed‑use entertainment designation and a mixed‑use industrial category to better define where industrial and warehousing uses could occur.
The plan team described outreach that included two open houses (Nov. 13, 2023, and Oct. 2, 2025), targeted surveys and an advisory committee that included school district, water district and Parks & Recreation representatives. Staff reported 135 total survey responses and responses from 32 referral agencies; staff recommended adoption based on findings that the update aligns with the county’s 2018 Comprehensive Plan.
Public comment featured both support and concern. Byers resident Connie Moose testified that the mixed‑use designation raised density concerns, saying that plan figures she read could meaningfully increase the town’s population and change its character. Kip Sherotis, executive director of I‑70 REAP, urged adoption and offered the organization’s help implementing plan actions, citing recent infrastructure investments and enterprise‑zone incentives that he said support measured growth in the area.
After discussion, Commissioner Sava moved to adopt the comprehensive plan amendment (case LR25‑001) based on staff findings; Commissioner Miller seconded. A roll call vote recorded six ayes and no nos, and the commission’s adoption was transmitted to the Board of County Commissioners for final action.
Next steps: the commission’s action submits the Buyers Sub‑Area Plan to the BOCC for final consideration; the BOCC will schedule its own public meeting and decision as part of the formal adoption process.
