Arapahoe County staff told the Board of County Commissioners on Tuesday they will ask the board to sign intergovernmental agreements (IGAs) with the cities of Sheridan and Aurora to claim unit credit under Proposition 1‑23, the voter‑approved 2022 affordable housing measure.
Director Smith (Community Resources) said the county’s Prop 1‑23 target is 141 units over the first three‑year reporting period. Sheridan assigned 83 units from the Bonsai Flats development — into which the county invested more than $2 million — and Aurora will assign 60 units from a permanent supportive housing project the county helped fund. Staff also noted Station Farm Potomac will provide 5 units that help bring the county to the required total.
Smith described the administrative steps needed to secure credit under Prop 1‑23: the county must submit signed IGAs, permitting records and affordability covenants to the Colorado Department of Local Affairs (DOLA) as part of a reporting package; the first reporting period ends Dec. 31, 2026. Smith asked the board to allow the chair to sign the IGAs on the consent agenda once staff finalizes minor edits with municipalities.
Commissioners asked clarifying questions about reporting timelines and multi‑year accounting; staff confirmed the 141 units are counted across the three‑year reporting window and that additional reporting will be required for subsequent periods. The board gave an informal unanimous thumbs up to place the IGAs on the consent agenda and authorize the chair to sign them once finalized.
Next steps: staff will finish edits with municipal partners, place the IGAs on the consent agenda and submit required documentation to DOLA in time for the county’s 2026 reporting period.
