Reviser Nick told the committee the bill replaces outdated statutory language referring to persons with intellectual disabilities and that the edits are non-substantive. He noted one related levy for the State Institution Building Fund was terminated for 2025 and that the bill would not change program operations.
Shannon Kimball of the Kansas Association of School Boards testified in support, saying updating statutory language is part of creating an environment of respect and dignity for students. "Using appropriate and respectful language in the statute books is a part of creating that environment," Kimball said.
Representative Vestas moved to declare emergency and work the bill immediately; Representative McNorton seconded. The committee voted in favor, then Representative McDonald moved that the committee report HB 2672 favorably out of committee; that motion also carried.
The committee recorded no opposition or neutral testimony during the brief hearing. The measure will move forward to the next legislative steps as a committee-approved bill.
