Representative McDonald and several colleagues said a non‑statutory AI task force has operated without Democratic participation or public transparency; members discussed whether to 'bless' a statutory substitute (HB 25-92) or seek representation on the existing group.
Members of the Committee on Legislative Modernization raised concerns about an "AI task force" mentioned in prior minutes, saying Democrats were not consulted or involved and that the group lacks transparency.
Representative McDonald asked that the minutes be revised to record "that Democrats were neither consulted nor involved in the creation of this or the implementation of this so called AI task force, and that we object to that." Later in the meeting she pressed the chair to consider asking for House Bill 25-92 — a bill that would create a statutory AI task force — to be blessed before the committee deadline, arguing that "what we have right now is not remotely transparent. We're not really sure what we have, and it most certainly was not created in the traditional sense that we create a task force."
Several members expressed sympathy with the call for broader representation. Representative 14 and Representative Riley said actions affecting the legislative process should allow equal representation and urged discussion with the speaker. Representative Oropeza cautioned against conflating all AI with consumer tools, saying her experience involved vetted health-care AI and noting "not everything is chat GPT." Representative Simmons and others said they would support ensuring representation.
The chair agreed to add objections to the minutes and said the committee could discuss HB 25-92 further; no formal vote on HB 25-92 occurred in this session. The committee adjourned after completing scheduled business.
