Jordan Dillon, director of economic development for the planning district, told the board that the county’s current landfill leachate tank is approaching its roughly 600,000‑gallon maximum and that a new tank with 787,251‑gallon capacity is needed. Dillon presented a total project budget of $2,627,715.42 and said staff would seek a CDBG‑DR match of $500,000 to demonstrate project feasibility to federal appropriators.
Dillon cited recent off‑site treatment invoices to illustrate the recurring cost of the current system. “This was one month ... $32,300 that we paid for the town of Bluefield, West Virginia, to treat this stuff,” he said, arguing that a larger tank would significantly reduce repeated high transport and treatment bills.
Board members discussed contingency plans if federal directed spending is not awarded; staff said Davenport Financial is working on borrowing options if grant funding does not materialize. The board approved the resolution authorizing the submission of the grant application and directed staff to continue pursuing federal and state funding alternatives.
No contract awards were made at the meeting; staff said the next steps include finalizing the application materials, approving a resolution, and preparing potential borrowing terms if needed.
