A county broadband update said Virginia’s BEAD allocation was approved 11/18/2025; four ISPs received service assignments (Port 80 largest share) and construction is slated for 2026–2030, with ISPs reporting to state DHCD and residents having one year after installation to request free service.
Spotsylvania County officials gave the board an update on the state and federal broadband program (BEAD) on Feb. 17, saying Virginia’s final BEAD plan was approved Nov. 18, 2025 and assigned service obligations to multiple internet service providers.
Mr. Dooley told the board the NTIA-approved plan aims for 95% universal broadband coverage in the county and that the selected ISPs and their assigned unserved-location counts are: Port 80 (4,077 locations), Comcast (1,293), IWISP (226) and FiberLink (20). He said the construction window is 2026 through 2030; projects are expected to take about 18 to 24 months each.
Dooley said ISPs will report monthly progress to the Virginia Department of Housing and Community Development (DHCD) and that ISPs have no contractual obligation to report directly to the county. The county will maintain monthly contact with DHCD and the ISPs, perform site inspections and field citizen inquiries during build-out.
Board members asked how residents will be notified of the one-year free-installation window that opens after construction, whether county staff could provide a clearer interactive map, and how providers were selected. Dooley said he expected providers to notify residents and committed to providing clearer maps, to seek scoring details from DHCD and to follow up on bonding and contract terms (he said bonding is generally 10% of the subgrantee award).
Several supervisors asked staff to keep the board updated by email when contracts are finalized and when shovel-ready dates are known. Dooley cautioned that once the BEAD awards moved to the state/federal level the county’s authority over contract terms is limited, but county staff will remain a liaison for inspections and resident questions.
What happens next: county staff will circulate clearer maps and follow up with DHCD and ISPs about notification plans, bonding, contract awards and construction timelines.
