The Spotsylvania County Board of Supervisors took the following actions at Tuesday’s meeting.
- Consent agenda: Approved routine items including minutes, grant acceptances, procurement actions and appointments. Item 5 (a $42.5M change order to a wastewater plant contract associated with reuse system work) was initially pulled for discussion and subsequently approved after staff explained the Amazon-funded arrangement. (Recorded vote on consent items: 5 yes; two supervisors absent on initial consent vote; change-order item approved as part of consent actions.)
- Item 5 (Massaponics wastewater change order): Approved. Staff said Amazon will fund the immediate increase and that the county currently has no out-of-pocket cost for the early‑work package.
- R24-0004 Cosner East Main Street Development (rezoning): Approved with proffers limiting buildout to 50 apartments and 15,000 sq. ft. of commercial space; applicant proffered transportation improvements and $1,000 per unit toward schools and $325 per unit toward parks. (Recorded vote: 4 yes; Hayes and Lane no.)
- Verizon lease (Belmont Tower): Approved to permit Verizon Wireless antennas to expand coverage in the Belmont area adjacent to Fire Station 9.
- Telemedia Broadcasting (Chancellor tower) lease update: Approved (company name change from Rappahannock Broadcasting to Telemedia).
- Ordinance amendment: Real estate tax exemption for elderly and disabled persons — Board approved amendments to increase eligibility thresholds and the maximum exemption, effective Jan. 1, 2026; staff said revenue impacts are not yet fully quantified.
- Legislative priorities: Board approved and will forward the adopted list to state legislators and VACO.
- Planning direction: Motion approved directing the Planning Commission to forward proposed data-center code amendments to the Board for a Dec. 9 public hearing following the Planning Commission public hearing (PC public hearing on 12/03/2025). (Recorded vote: motion passed.)
- Closed session: Board entered closed session under Virginia Code §2.2‑3711(a)(8) for legal consultation on zoning ordinance amendments and later certified the session.
Several items require follow-up: staff plan to publish January Parks & Recreation calendars and to return with attendance data on Marshall Center relocations; staff will also return with remaining treatment plans for the wastewater reuse project.
