Commissioners approve four rezoning requests across multiple townships

The Rockingham County Board of Commissioners voted to approve four rezoning requests brought forward by county planning staff during the public-hearing portion of the meeting.
Planner Nicholas Duncan presented each case and noted that the county planning board had recommended approval by 6–0 for all four items. Case 2025-16 (Deacon rezoning, PIN 790303419383) proposed rezoning portions of a parcel to Residential-Agricultural in the Huntsville Township; no members of the public spoke on that item and Commissioner Richardson moved to approve with Commissioner Hall seconding. Case 2025-17 (Quad Oaks LLC, PIN 702000846111) sought to remove a conditional district limiting RV sales and service so the owner could consider all Highway Commercial uses. Applicant Edward Mateer spoke in support; adjacent property owner Thomas Luther Murphy asked whether rezoning the parcel would change zoning on his property. Staff and the board clarified that rezoning is parcel-specific and would not alter the neighbor’s zoning without a separate application. Commissioners approved the Quad Oaks request (motion by Commissioner Hall, second by Commissioner Callum).
Case 2025-19 (Bryant, PIN 890100850655) proposed rezoning from Residential-Agricultural to Highway Commercial near US 29 Business; staff recommended approval based on proximity to a future interstate corridor and reasonableness. Case 2025-21 (Cardwell, PIN 790900067969) proposed rezoning from Residential-Protected to Residential-Agricultural in Madison Township and also received staff recommendation and approval. Each item was approved by voice vote and the chair announced motions carried.
