Hanford council approves Copper Ridge annexation and related entitlements after public hearing; traffic and water concerns raised

The Hanford City Council on Jan. 20 approved a package of entitlements for the Copper Ridge Mixed-Use Project, a proposed development on roughly 83.61 acres north of Grangeville Boulevard and east of 9 & A Quarter. The project proposes 650 residential units (300 multifamily and 350 single-family) and a 5.45-acre neighborhood mixed-use site.
Planning staff presented the environmental review, which concluded with a mitigated negative declaration after consultant review and agency comment. The project includes annexation, a general plan amendment, prezone, a vesting tentative tract map and a planned unit development request with requested deviations (reduced lot sizes, reduced setbacks and removal of a block-wall requirement between mixed-use and medium-density residential zones).
Members of the public spoke both for and against the project. Supporters, including developer and builder representatives, said the project complies with the general plan and will provide additional housing supply and street improvements such as expansion of 9 & A Quarter and Leland Way where required as part of developer obligations. Opponents and nearby residents urged additional traffic mitigation on 9 & A Quarter and expressed concern about water availability and public safety for children near schools and parks.
Council acted on the staff recommendations in separate votes: to certify Mitigated Negative Declaration No. 25-73, adopt resolution No. 25-69R approving the general plan amendment, introduce and waive first reading of ordinance No. 25-13 (prezone), adopt a resolution approving tentative subdivision Tract 9-45, and adopt a resolution approving the planned unit development. All motions carried with council votes recorded in the meeting record.
What happens next: conditions of approval and engineering drawings will be finalized as part of the development agreement and subdivision map process; staff will monitor required traffic and utility improvements and implement mitigation measures described in the environmental document.
