The Utah County Community Reinvestment Agency on Dec. 17 adopted a resolution approving the final Quicksilver Solar community reinvestment project area plan and described the revisions as technical and non-substantive.
During discussion, Speaker 2 asked whether an 'admin cap' or participation-agreement cap would be established as part of the CRA resolution or at a later stage. CRA staff (Speakers 5 and 7) said those caps and negotiation details will be handled in the forthcoming participation agreement and related interlocal agreements, not in the resolution. Speaker 7 added that ordinance approval of the plan will be scheduled at the next meeting and that negotiations on caps will occur in subsequent steps.
Speaker 4 moved to approve CRA item 2; Speaker 2 seconded. Speaker 1 called the voice vote and the CRA approved the resolution. No specific numerical caps or percentages were included in the resolution before the board; staff said such terms would be negotiated later in the participation agreement.
The CRA ended its session after approving the project area plan and scheduling ordinance-level approval and participation-agreement negotiations as the next steps.
