Marquita Wheeler of the housing authority (introduced at the meeting) explained the proposal would be a Section 42-lite project with project-based vouchers and supportive services; she said tenants would pay roughly 30% of income when they obtained employment and that Solace (an adjacent project) has shown early success with case management, citing tenants who moved to self-sufficiency.
Council members raised concerns about concentrating low-income housing on the same block, parking impacts, and whether a heat map of existing social-service and shelter resources could be provided to evaluate cumulative impacts. Planning staff and housing authority representatives said shared services and management were among the benefits of colocating facilities, and staff agreed to supply a heat map and additional parking information before the item returns for formal action.
