Council asked to OK Landmark Design contract for first formal parks master plan

Jamie Young, director of parks and recreation, asked the council to approve a contract with Landmark Design to prepare a comprehensive parks and recreation master plan. Young said the city has not previously commissioned a formal outside master plan and that an external firm will provide neutral recommendations on park development, property acquisition, renovations and equity across neighborhoods.
Young said Landmark Design was the lowest responsible bidder among three firms and has worked on similar plans in Utah. The scope described to council includes public engagement, a needs assessment, an inventory of existing parks and property acquisition opportunities, evaluation of construction standards, and a final report with prioritized recommendations. Young said the contract would require a budget opening and be funded from the city's fund balance.
Council members asked whether the plan would include parks that are unfinished, whether it would recommend priorities and timing, and whether the firm would provide maps and addresses of current parks; Young said yes to those requests and said staff would provide acquisition dates and related information. Young proposed a target completion by the end of the calendar year to align with budget planning.
The parks master plan presentation emphasized equity, community engagement and the expectation that the plan will give council and residents a clear, adopted document to guide future park investments.
