West Valley City Council approves budget tweaks, housing plan, rezoning and $20,000 overdose-mitigation grant

WEST VALLEY CITY, Utah — The West Valley City Council on June 10 approved a set of routine and land-use actions that included a fourth-quarter budget opening, adoption of a revised moderate-income housing plan, a multi-part approval for a residential rezone and development agreement on 5990 West 3500 South, and an interlocal overdose-mitigation grant with Salt Lake County.

Council members opened the meeting’s public-comment period before taking formal votes. Longtime resident Randy Lucero told the council the city should address persistent noise from the Western Gardens strip-mall area that, he said, “vibrates the windows” and asked the city to “turn the music down.”

Staff described the budget-opening ordinance (Ordinance 25-11) as a state-law-required adjustment to appropriate new grant receipts and move existing appropriations so the city can spend incoming funds.
