West Valley City Council approves budget amendment and several resolutions, including memorial statue and streetlight contract

West Valley City Council passed a midyear budget amendment and a slate of resolutions at its Jan. 14, 2025, meeting, approving funding and agreements city staff said are intended to support parks, transportation, public safety and redevelopment.

The council opened and closed a public hearing on the fiscal year 2024–25 budget reopening and then voted to adopt Ordinance 24-50, a regular quarterly budget amendment. The item passed by roll-call vote; the members present voted to approve the ordinance unanimously.

Council also moved through a consent agenda that included a Visit Salt Lake grant for improvements to fields at Centennial Park, an award to Nivo Sports LLC for replacement softball scoreboards, a cooperative agreement with the Utah Division of Forestry, Fire and State Lands to treat Phragmites along the Jordan River, several right-of-way purchases and easements, and the appointment of Rob Durfee to the West Valley City Planning Commission. The consent agenda was approved unanimously.

On substantive resolutions, the council authorized the purchase of a World War II Code Talker memorial statue from Atlas Bronze Casting for installation at Utah Veterans Memorial Park. City staff announced the total authorized cost of the statue as $200,000 and said funding is provided by the Salt Lake County TRCC program; the resolution (25-01) passed unanimously.

The council also approved Resolution 25-02 expressing the city's support for applying to Transportation and Land Use Connection grant funding. Staff said the application would request $260,000 to prepare a comprehensive update to the city's general plan and that the city proposes a $40,000 match; the resolution passed unanimously.

On land use, the council approved Resolution 25-03, a development agreement with West Gates LLC for property at 7035–7055 West Gates Avenue. Council members said the new agreement replaces a 2021 agreement to make the site easier to redevelop and that the proposed use would be storage for modular buildings; the resolution passed unanimously.

For transportation, the council approved Resolution 25-04, a modification to an existing federal-aid agreement to expand funding for the Lancer Way construction project (from 27100 West to 32100 West). According to staff, most funding comes from federal and state grants; the city will be responsible for approximately $1,800,000 in local funds as outlined in the modification. Council voted to approve the change unanimously.

Finally, the council awarded a contract to LightLink Communications for the 2025 Streetlight Project under Resolution 25-05. The project will add 54 new streetlights in 30 neighborhoods and restore 45 streetlights on Lake Park Boulevard; the total authorized cost was announced as $730,000. The motion carried unanimously.

The meeting adjourned after the votes and the mayor pro tem called to order follow-on meetings for the Redevelopment Agency, Housing Authority and Municipal Building Authority.

Staff indicated funding sources and matches where applicable and will proceed with contract execution and grant applications. Several items referenced prior study in the council's December meeting and were presented as staff-recommended actions; council members did not record substantive roll-call dissent on any item during this session.
