City administrators presented a wide-ranging fourth-quarter report for 2025, saying staff met many operational goals but that several public-safety and inspection targets remain unmet.
Unidentified Speaker 2 reviewed the city's mission and six focus areas, then summarized metrics: the fire department exceeded training-hour goals (about 18 hours per firefighter in the fourth quarter) but completed only 108 of a 300-inspection goal (fire inspections). Response-time goals were not met: fire response averaged about 173 seconds against an 80-second target, and EMS dispatch turnout averaged about 143 seconds against a 60-second goal. Police recorded higher DUI and drug-arrest totals in 2025, and the department maintained a leading offense clearance rate within Grays Harbor County.
On fiscal metrics, staff reported accounts payable and timesheet accuracy around 95 percent, utility-bill payment compliance near 99 percent, and 48 new business-license applications in the fourth quarter (40 approved, eight pending). On permitting and inspections, the building official completed hundreds of inspections and the city processed over 1,500 permits within 30 days in 2025.
Administrators said equipment failures and staffing constraints contributed to some missed targets (for example, catch-basin work fell short after a tractor truck was out of service). Staff proposed a succession-planning and mentorship program led by HR Director Danny Smith and said Chief Green and Chief Oldham will provide more complete metrics and a fuller public report in spring 2026.
The presentation closed with an invitation for council feedback and a note that new strategic-plan metrics for 2027 will be developed alongside community input through town halls and a satisfaction survey.
