Mid Kings River GSA board directs staff to present JPA amendment to members; change would update board composition, fees and fiscal year

County staff presented a proposed amendment to the Mid Kings River Groundwater Sustainability Agency joint-powers agreement at the Feb. 17 special meeting that would update board composition, membership-fee timing and the GSA’s fiscal year.
Chuck (county staff) told the board the amendment was prepared after a director flagged a potential conflict from serving on multiple GSAs; counsel recommended an amendment to modify the board composition to avoid that conflict. "An amendment to the agreement has been prepared... which would update the composition of the Kings River GSA board of directors," Chuck said.
The amendment also would allow the board of directors to set the timing for membership fee payments from Kings County and the City of Hanford and would change the GSA fiscal year from a calendar year (January–December) to a July–June fiscal year to aid accounting, Chuck said.
Board members asked for clarification from counsel about specifics of the RFQ/RFP procurement questions raised earlier and whether counsel should comment on the RFQ process; county counsel indicated the procurement operating question was not specifically on the agenda and that she would discuss the matter with staff.
The board moved and voted to consider the amendment and the clerk recorded roll-call votes in favor of the motion. Staff said the next step is to present the amended agreement to the member agencies (the City of Hanford and the Kings County Board of Supervisors) for their consideration and approval.
The amendment will return to member agencies for formal approval; no further details on membership-fee amounts or effective date were finalized at the Feb. 17 meeting.
