DuPage County committee approves contracts, transfers and two $50,000 court-technology grants

The DuPage County Judicial and Public Safety Committee on Feb. 17 approved a set of routine procurement contracts, budget transfers and grants affecting the sheriff’s office, county information-technology accounts and court-technology funding.
Committee members voted to approve a non-competitive support contract to Zoho Corporation for managed engine apps and licenses for the sheriff’s office for the period Jan. 6, 2026, through Jan. 5, 2027, not to exceed $40,630. The panel also approved a detainee pharmacy contract to Polaris Pharmacy Services of Warrington (DBA contract pharmacy services) for Feb. 26, 2026, through Feb. 25, 2027, not to exceed $680,444.38; committee members noted this is the second of three renewal options. Separately, the committee approved a purchase order to Untethered Labs Inc. for a Gatekeeper system for the sheriff’s office for Feb. 4, 2026, through Feb. 4, 2027, not to exceed $28,980. These three procurement items were described on the record as not suitable for competitive bids where so noted in the agenda packet.
The committee accepted and appropriated a $50,000 award from the Illinois Court Technology Modernization Program (FIR-44-26) and received and placed on file a $50,000 Technology Modernization Grant (GPN9-26) for the Illinois Supreme Court Administrative Office (both FY26 awards). Members moved to receive and place the grants on file during the meeting; motions were seconded and approved by voice vote.
On personnel and budget matters the committee approved a $52,000 transfer from regular salaries to temporary salaries to hire a temporary emergency management coordinator to assist the Office of Homeland Security and Emergency Management director in planning large-scale special events. The panel also approved two small transfers totaling $9,980 (one for $4,270 and one for $5,710) shifting funds within IT equipment lines to cover FY25 invoices from Insight Public Sector.
