Board approves HSIP plans, advertising and notice of completion for Kings County road safety projects

Cabrera said the project includes designated left‑turn lanes at Excelsior Avenue and 11th Avenue and at Excelsior and 13 1/4 Avenue, plus flashing beacons and advanced warning signs at multiple intersections. Estimated construction cost is $444,900; the project is funded through the Federal Highway Administration HSIP program at 90% reimbursement with a 10% local match (about $44,490), and construction is estimated at 40 working days.
Supervisors asked clarifying questions about turn‑lane directions, school traffic impacts, and the status of the county’s road fund reconciliation. Cabrera said turn lanes are both directions where appropriate and confirmed this is a county responsibility tied to road safety.
On a related HSIP item, Cabrera asked the board to approve a notice of completion for the Cycle 10 roadway safety sign audit project (original award Feb. 2025 to Statewide Traffic Safety and Signs doing business as AWP Safety). He reported construction began in June 2025 and completed near September 2025, with one change order to hand‑excavate 200 sign locations at an additional $36,914; the project recorded net savings due to signs determined to belong to neighboring agencies or Caltrans. Because the project was federally funded, any unused funds would be returned to FHWA. The board approved the notice of completion, which starts a 30‑day period after which the retention can be released.
Board approval for both items was recorded by roll call. Public comment on the HSIP agenda items was not requested or did not occur.
The approvals allow public works to proceed with advertising for construction of the Cycle 11 improvements and to begin the process to close out the Cycle 10 contract and release retention.
