Richard Anderson, chief financial officer of the Central Utah Counseling Center, presented the independent audit results to the Millard County Commission. The auditor issued an unqualified opinion for the year ended June 30, 2025, concluding the financial statements present fairly in all material respects.
Anderson said the center recorded a positive change in net position of approximately $1,079,650 for the year, reversing prior losses that were partially attributable to transitions in Medicaid eligibility systems. He noted Millard County's $65,000 annual contribution as part of a multi-county match that leverages state funds and Medicaid revenue; the center reported Medicaid revenue of about $9.5 million in the audited year.
Auditors reviewed required compliance items (budgetary compliance, public treasurer's bond, fraud risk assessment and Utah Retirement Systems), finding no reportable instances of noncompliance. Anderson also described capital activity at the center (receiving center construction in Richfield) and staffing transitions in financial roles.
Why it matters: the clean opinion and improved net position suggest stabilizing financials for the center, which receives county funding and state Medicaid dollars; county oversight and continued funding affect behavioral-health capacity in the region.
