Keith County commissioners approve road equipment purchases, land‑use permits and appointments

The Keith County Board of Commissioners on Feb. 10 approved a slate of routine but consequential items for county operations, including two major road-equipment purchases, land-use approvals and an emergency operations appointment.
Top decisions at the meeting included approval to buy a 14-yard Ashland scraper from Titan for $69,995 and a Roam TAW20S disc for $43,550, both votes carried unanimously. Roads staff said the purchases aim to improve the county’s ability to cap and maintain rural roads and reduce overtime and material costs.
The board also approved a final plat to combine Lots 2 and 3 of Sandhills Acres at the request of Alexandra Casados; accepted a conditional-use permit (CUP 26-2) allowing Billy Leonard to operate a small agricultural equipment repair facility on a property zoned agricultural; and appointed JD Cartwright as the county’s Emergency Operations Center director. The planning commission recommended Jerry Kenning for an at-large opening; the board appointed him to that seat.

Roads superintendent Tom (speaker 11) explained the procurement rationale: the scraper purchase was made via an informal process because the county’s estimated procurement value fell under the $70,000 statutory threshold, while the Roam disc was chosen for perceived durability and lower maintenance risk compared with competing models that use oil-bath hubs. “There’s no maintenance is how they look at oil baths...you just check, make sure that it’s got oil in it regularly,” Tom said while also noting concerns about oil-bath damage in remote locations.
Several approvals were administrative or procedural and were approved unanimously on roll call. The board also acknowledged a Prime Therapeutics rebate check totaling $32,919.07 and handled routine board reports before adjourning.
What’s next: Purchases will proceed with vendor coordination; county staff will finalize delivery and warranty arrangements for the equipment. Land-use approvals become effective per county code and the applicants may move forward with permitted work subject to any conditions in their approvals.
