Police Specialist John Kerr was presented the Empress Ambulance Lifesaving of the Year Award for his response to a Nov. 18, 2024 shooting on North Avenue, presenters said.
According to the award presentation, Kerr and a partner arrived at an intersection after a reported shooting and found a man with a gunshot wound to the chest and an exit wound to the back. Presenters described Kerr applying a chest seal, administering high-flow oxygen and maintaining pressure to slow bleeding until paramedics arrived. The victim survived subsequent surgery and was later held accountable for alleged involvement in the shooting, the department said.
The department credited Kerr’s rapid medical response with saving the person’s life and awarded him the 2024 Empress Ambulance Lifesaving Award at the memorial ceremony.
No criminal adjudication details were provided during the presentation; the department framed the award as recognition for a rapid on-scene medical intervention that preserved life.
