Keith County picks 2018 John Deere tractor after debate over RFP and financing

Keith County commissioners voted Nov. 5 to accept a sealed-bid tractor that meets the county’s original RFP specifications, siding with a recommendation to select a 2018 John Deere model and remain within the procurement parameters.
County staff explained the RFP process produced two tractors that fit the specifications; one was a newer Case model but quoted at roughly $45,000 more, which would leave insufficient funds for required implements (a disc and retrievers) included in the department’s capital-outlay plan. County counsel warned the board against altering the RFP terms mid-process to accept a financing or lease arrangement that bidders were not asked to offer.
Thomas Wilburger, the county’s highway superintendent, recommended the John Deere as meeting the RFP and budget expectations. After discussion about warranty value versus short-term cost, a motion to approve the 2018 John Deere passed by roll call with three votes in favor and two opposed (Schroeder and Anderson voted no; Wartman, Irvin and Crandall voted yes), carrying the motion.
The board directed staff to document the procurement in the meeting record and to proceed with purchasing per the RFP terms. Commissioners emphasized maintaining the integrity of the sealed-bid process and noted the alternative to reject all bids and rebid if the board wanted to include financing or lease options in future solicitations.
