Keith County board approves budget transfers, surplus declaration and veterans MOU

The Keith County Board of Commissioners on Oct. 29, 2025, approved a series of routine and budgetary actions, including two formal fund transfers and an intergovernmental memorandum of understanding.

At the meeting, the board voted unanimously to sign a resolution transferring $739,956.51 from the county general fund to the road and bridge fund. The chair read the resolution into the record, which identified the transfer as part of the county's adopted 2025–26 budget and instructed the county treasurer to move the funds on the resolution dated 10/29/2025.

Commissioner Irvin moved to sign the resolution; Commissioner Schroeder seconded. The roll call recorded yes votes from Anderson, Schroeder, Irvin, Bridal/Crandall and the motion passed.

The board also approved a separate transfer of $6,090 from the traffic diversion fund (2300) to the general fund (100). Commissioners discussed the accounting rationale: instead of issuing a direct check that would show depletion and revenue on separate lines, the transfer would rotate funds into the general budget line (miscellaneous/110) to facilitate a single payment for the rugged-computer project. Commissioner Irvin moved and Commissioner Schroeder seconded; the motion passed on a unanimous roll call.

The board declared listed county property surplus, naming a Konica Minolta copier (Bizhub C220, serial AOEDO13014183) for disposition. Commissioner Schroeder moved to declare the copier surplus and Commissioner Anderson seconded; the roll call vote was unanimous.

Veterans service officer Dan Nichols presented a memorandum of understanding between Keith County and the Nebraska Department of Veterans Affairs to allow county staff access to the state's Veterans Bank (Tyler Industries) claims-processing system. The MOU covers Jan. 2026 through Dec. 31, 2028; Nichols said the annual access fee (about $400) will be paid from his budget. Commissioner Schroeder moved to accept the MOU and authorize the chair to sign; Commissioner Anderson seconded and the board approved it unanimously.

The board also completed routine business earlier in the meeting, including approving the agenda, minutes from the prior meeting and payment of claims; those motions were moved and seconded and passed by roll call vote.

No votes failed or were tabled during the session. The board did not take further action on a separate, larger equipment procurement discussion that was held during the meeting and will revisit that topic after additional review of financing terms and legal counsel input.

Next steps: the county will complete the transfers with the treasurer as instructed in the adopted resolutions and file the signed MOU with the veterans service officer for implementation.
