The City of Alice council on Feb. 17 approved an amendment to Subdivision Ordinance No. 2108 (appendix B, section 2.12) to add a subpart allowing the city to issue building permits for structures within a subdivision if the subdivider posts a letter of credit or bond sufficient to cover public-improvement costs plus 5% to cover mobilization/administration.
City staff and the city attorney explained the change provides an alternative to the existing requirement that all public improvements be completed before any construction permits are issued. The amendment is intended to help developers begin vertical construction (for example slab work or building of a few houses) while public improvements such as water lines and streets are being completed.
Council members asked whether developers had responded positively; staff said they had. A motion to amend the ordinance as stated was made, seconded and passed by voice vote.
