The Westminster City Council approved a professional services agreement on Sept. 10 with RSG Solutions Inc. to develop the city's economic development strategic plan at a cost not to exceed $137,760, with funding included in the current fiscal year.
Staff said the work will include business outreach, community engagement, and a tailored implementation matrix with performance metrics. "This project will cost $137,760," staff told the council during the item presentation, adding the consultant estimated a 6-to-9-month timeline to completion.
Jessica Gonzalez, a director with RSG who attended the meeting, described the firm's approach: community-tailored outreach, multilingual engagement (including Spanish and Vietnamese), and preparing an implementation roadmap that staff and council can use to guide economic development decisions.
Council approved the agreement and authorized the city manager to execute the contract on the city's behalf (motion carried 4–0). Staff said they selected RSG after an RFQ process that received three proposals and interviews; proposed costs ranged between $120,000 and $170,000 depending on outreach scope.
