Council member Spence raised separation-of-church-and-state concerns about donating to a celebration connected to a church; the city attorney said the proposed donation would go to the Guadalupanas, a community organization, not directly to the church. Council member Matthews and others supported donations for historical/community celebrations and the families of officers.
Near the end of the discussion the mayor asked for a motion phrased on the record as "2,500, 700, and 1,000 each fiscal year." A motion was made, seconded, and approved by voice vote.
