Buncombe County commissioners approve personnel ordinance change, school tennis court funding and FEMA reimbursement

The Buncombe County Board of Commissioners on Feb. 17 approved a series of procedural and budget actions, including a revision to the county's personnel ordinance, a lottery-funded school construction allocation, FEMA reimbursement realization and several appointments.
Chair Edwards introduced the personnel-ordinance amendment, saying the change would align county structure with statewide practice: "the finance director should report to the county manager and not directly to the board of commissioners as we are currently structured." The board opened a public hearing on the change, heard no public comment and voted to approve the revision after Commissioner Wells moved and Commissioner Whitesides seconded the motion.
The board also approved a budget amendment to establish the construction phase for the North Buncombe High School tennis court replacement. Heather, standing in for John Hudson, told the board the board had previously budgeted $65,000 for design and the construction portion before the board would budget the remaining $1,435,000 for construction. A motion to approve passed.
Separately, the board approved a budget amendment to realize FEMA public assistance reimbursements related to Tropical Storm Helene. Heather said the county will realize $1,399,689 to be paid to Buncombe County Schools, Fairview Fire Department and Henderson County to reimburse eligible expenses. Commissioner Wells moved to approve and Commissioner Horton seconded; the motion passed.
The meeting record also shows multiple appointments and reappointments were confirmed: two selections to the strategic partnership grant committee (Beck and Owens), three appointments to the Health & Human Services board (Eli Tilley, Jennifer Henderson and Mary Long), reappointments and recommendations to the parks, greenways and recreation advisory board, and the reappointment of Bill Roberts to the Historic Resources Commission.
All motions described above were approved by voice vote during the meeting; no roll-call tallies were read into the record.
The board adjourned after routine announcements; the next briefing and regular meeting were scheduled for March 5.
