Committee advances animal‑welfare bill broadening penalties and expanding offender database

The Judiciary Committee reported CS for HB 559 favorably after sponsors discussed expanding Dexter's Law provisions to improve enforcement against animal cruelty.
Sponsor Rep. Cheney described the measure as increasing penalties for aggravated animal cruelty, expanding the statewide database maintained by FDLE to include alias, date of birth, identifying marks and photographs, and raising penalties and fines for animal baiting and fighting. The bill also requires court‑ordered psychiatric evaluation and treatment for juvenile offenders and allows local governments to adopt tougher cruelty ordinances with higher fines.
Kate McFaul of Humane World for Animals testified in support, saying the changes would hold criminals accountable and protect animals and children. The committee voted 19-0 to report the bill favorably.
