Fostoria council approves surplus-property resolution, holds multiple first readings and discusses assistant safety service director pay

The Fostoria City Council approved a resolution authorizing the disposal of obsolete personal property, motor vehicles, road machinery and equipment by internet auction in calendar year 2026 and declared an emergency for that action. The motion was moved and seconded; roll-call votes were recorded and the measure passed as Resolution No. 2026-08.
Council also conducted first readings on several ordinances that will return for further consideration. Items read included a permanent 2026 appropriations ordinance (typo noted; finance director absent and expected to attend the second reading for clarification), a Then-and-Now certificates resolution (first reading), a proposed new section on portable storage containers (first reading), renumbering and amendments regarding low-speed micromobility devices (first reading), and ordinances authorizing participation in class-action settlements related to BFI waste services and a PVC pipe antitrust action (first readings).
Separately, council introduced an ordinance to establish a full-time assistant safety service director and declared an emergency. A council member asked whether someone hired into the new position "would be paid at the lower rate" shown in the salary range; the director of public service and safety confirmed new hires would start at the lower rate and advance over time based on experience.
Several items were carried as first readings only; staff follow-up and formal votes are expected at future meetings.
