The Planning Commission recommended approval of three connected ordinances to bring parcels along Bur Oak Boulevard into the city, amend the future land-use designation, and rezone the site to a planned unit development (PUD).
Ralph Keith, associate planner, told the commission the proposals meet statutory requirements and align with the city's joint planning agreement with Osceola County. He described the current county designations (commercial future land use and PD zoning) and the requested city designations (Commercial City future land use and PUD zoning) and recommended the commission approve ordinances 2026-03 (annexation ANX25-00022), 2026-04 (comprehensive plan amendment CPA25-00013), and 2026-05 (zoning map amendment PUD26-00001).
John Adams, agent for the application, provided parcel-level context: the project comprises three parcels split by Bur Oak, with one 4.46-acre upland parcel that carries commercial entitlements capable of roughly 44,600 square feet of development under the prior PD entitlements; he noted some earlier entitlements were affected by an FDOT pond and conservation area. Adams said the county entitlements match what is proposed for the city and that, per the joint planning agreement, developers must seek city review to market and develop the property.
Commissioners requested that future presentation slides include a legend showing colors for future land-use and zoning so members can see surrounding context; staff agreed to add a labeled legend.
Motions were made and seconded to recommend approval of ordinances 2026-03, 2026-04, and 2026-05, each citing the 16 findings in the land development code, and each motion passed with recorded 'Aye' votes.
