The Planning Commission voted to recommend approval of two related ordinances affecting Neo City South Phase 1, advancing a change in future land use and a zoning map amendment that staff said would allow a professional/health-care-oriented development on a 20-acre site.
Staff explained the ordinances — ordinance 2026-01 (CPA25-00018) and ordinance 2026-02 (ZMA25-00024) — were presented together as a procedural backup while the city’s updated future land-use map becomes effective after recent state approval. "We received a letter from the state today that it was actually approved," the staff presenter said, noting the state notice would take about 30 days to become effective and explaining that the backup case ensures continuity if delays or objections affect implementation.
Ray Stangel, administrator for the Osceola County Community Development Department and an applicant on the case, told the commission the county has a purchase contract for the 20-acre parcel with AdventHealth. "It is AdventHealth," Stangel said, "they're gonna start off with emergency care and then grow it into at least an 80 bed hospital." He added the contract restricts use to a hospital and urgent care and that the county sought the land-use and zoning actions to satisfy contractual obligations.
Commissioners cited the land development code findings in moving to recommend approval. An unnamed commissioner moved to approve ordinance 2026-01 "based on the 16 findings" and the motion passed; an additional motion to recommend approval of ordinance 2026-02 likewise passed following a second.
Staff characterized the proposed change as compatible with surrounding areas and said the requested professional zoning (P) and land-use adjustments were chosen for metrics such as height and setbacks to accommodate the planned health-care facility. Staff also noted that one purpose of the Neo City policies is to allow certain lot reconfigurations to be handled administratively so development opportunities can be responsive when they arise.
The commission’s action at this hearing was to recommend approval; the ordinances will follow whatever subsequent review steps the city's adoption process requires. The staff presenter said the project may be removed from the agenda if the state's future land-use change becomes effective within the 30-day notice period, because the site would then already receive the new future land-use designation and zoning tied to the city’s adopted plan.
