The State Affairs Committee voted to report CS for HB 1019 favorably. The committee substitute phases out the use of aqueous film-forming foam (AFFF) that contains per- and polyfluoroalkyl substances (PFAS), requires testing of treated effluent and biosolids, and includes liability protections for local utilities conducting sampling until federal EPA standards are in place.
Representative Connerly said the amendment clarified timing and limited local liability for testing activities pending EPA guidance. Supporters from the Florida Association of Counties and the Florida League of Cities waived in support and environmental advocates told the committee that PFAS contamination poses health and water-quality risks and that the bill is an important step to reduce exposure. The committee reported the CS favorably (21-0).
