Council introduces multiple transportation and reimbursement resolutions, including East Liberty Negley Avenue project

During the Jan. 21 council meeting, members introduced a slate of transportation, infrastructure and budget-related resolutions for future committee and council action.

Councilman Kahari Moseley presented Bill 42 (a revision to the city's official sewage facilities plan for a specified site at no cost to the city). Councilwoman Kinsella Netra presented Bill 43, a resolution providing for a reimbursement agreement or agreements with the Pennsylvania Department of Transportation for costs associated with the construction phase of the East Liberty Negley Avenue implementation project, with reimbursement or payment not to exceed $2,571,661. Council members also introduced Bill 44 (an agreement with Allegheny Valley Railroad for preliminary engineering for the Heron Avenue project, costs not to exceed $10,000 reimbursable at 100%), Bill 45 (Brownsville Road Safety Improvement, costs not to exceed $4,504,368 with a municipal share not to exceed $26,000), and Bill 46 (an amended reimbursement agreement for the Heron Avenue project authorizing increased reimbursable costs not to exceed $1,521,000, an $800,000 increase from the earlier agreement). Separately, Councilwoman Bridal Strasburger presented Bill 51 amending a 2025 reappropriation that reduces a $7,000,000 reappropriated amount by $1,000,000 pending true-up calculations for Pittsburgh Water Services. Councilwoman Barbara Warwick presented Bill 47 to authorize Parks & Recreation to enter into small agreements (up to $10,000) with performers, instructors and similar vendors.

Several items were presented for committee review; recorded actions in this meeting included the formal introduction of the bills and not final project approvals or detailed contract awards.
