Commission authorizes MDOT-managed Highland Drive reconstruction after lower-than-expected bids

The City Commission on Nov. 11 authorized resolution 25-1823 to accept contract 25-5494 with the Michigan Department of Transportation for reconstruction of Highland Drive between 32nd Avenue and Creekview Drive. City engineer Bob briefed the commission that bids came in around $850,000—substantially below a previously noted engineer’s estimate near $929,000—and that approximately $540,000 of grant funding (described as the originally estimated 80% figure when the grant was submitted) remains available to support the project.
Bob said the work will be a full-depth mill and resurface and cautioned that subsurface ('sub-base') quality in sections of Highland Drive is questionable; the project may require base replacement in localized spots if compaction and moisture testing indicate. The contract’s anticipated start date is April 1, with realistic construction timing during the summer months so school schedules are not affected.
Commissioners discussed coordination with private developers to avoid cutting newly reconstructed pavement; staff committed to follow up with the developer and to pursue mobilization economies of scale when possible. The commission approved the resolution by roll call.
