Library policy: Speaker 12 moved, Speaker 3 seconded, a motion to adopt an amendment to the library card and circulation policy to add a refunds section; the motion carried on a voice vote. City staff explained the change applies when a patron has lost an item and the library replaced it but the patron later returns the item; the policy adds a refunds section to return funds to patrons in that circumstance.
Sewer lift pumps: Speaker 13 moved to authorize Vanderkolk Plumbing to replace city hall sewer lift pumps at a cost of $21,900. The clerk called roll and all present voting members recorded "yes"; the motion carried. Staff noted the existing pumps are original to the building (installed 1995) and are at the end of their life expectancy but not yet failing.
MERS consolidation: A motion to acknowledge consolidation of several closed defined-benefit divisions under the Municipal Employees Retirement System (MERS), merging divisions into one pooled division effective Nov. 1, 2025, passed on roll call. Staff explained the consolidation is administrative: benefits for retired or closed-plan participants remain unchanged; the move broadens the actuarial pool to produce more accurate funding estimates and could improve cash-flow management.
Other motions: The commission scheduled a required RRC joint meeting with the planning commission and DDA for Nov. 18 at 6 p.m. (motion carried on voice vote), and approved public-participation rules to be displayed at meetings across boards and commissions (motion carried on voice vote).
All actions were routine approvals or administrative changes; no item was tabled or defeated at this session.
