Minutes and financial transactions: The board approved prior meeting minutes and accepted transactions by account after committee review. Freddie Parker and the finance committee reviewed bond accounts and a light packet of financial activity; the finance presenter noted continued sales-tax stability and that outstanding commitments (e.g., Anderson's Meats commitment of $12,500 and an electromechanical commitment of $250,000) remain reflected on the balance sheet.
Facilities and small capital items: Staff reported the elevator renovation and fire-panel work are essentially complete (elevator returned to service in late January), though ceiling work and some lighting fixtures remain outstanding. Two brief elevator failures since the work were reported and investigated; technicians adjusted valves and installed venting on regulators to address the causes. The board approved reimbursement to staff for a $378 firewall purchased to allow secure remote diagnostics of the HVAC system; the motion passed unanimously.

Closed session and certification: The board moved into closed session to discuss a prospective business location, acquisition or disposition of publicly held real property, and negotiation strategy pursuant to the Virginia code language cited in the motion. After the closed session, the board certified by roll call that only matters identified in the closed-session motion were discussed. The meeting adjourned thereafter.
Board members asked staff to follow up on the outstanding reimbursement and lease matters and to keep the board informed on property transfer and negotiations.
